filkertom supplied this link, and I was going to add something about it happening to US citizens in prisons, too-- I remembered a news story about it happening in Pennsylvania.

Either the story didn't mention, or I didn't remember, that this is routine in US prisons. As of the 2008, only California, New York, and Illinois have forbidden the practice, and many states explicitly permit it.

A worthwhile quote: “Prison walls do not form a barrier separating prison inmates from the
protections of the Constitution.” 52. Turner v. Safley, 482 U.S. 78, 84 (1987).

Amnesty International is working on getting the practice abolished-- I don't know what other organizations might be.

The doula who was at the prison volunteer orientation that I went to mentioned this. I had heard about it, but not how widespread it was.
