It's life imprisonment, not capital punishment.
And you don't have to loot a country to be subject to it. The amount that triggers the law is about 1.5 million dollars, which seems kind of moderate considering recent events in the US. I don't know what the exchange rate was when the law was passed, and in any case, it only applies to the Phillipines.
It only applies to government officials.
